The more enlightened local authorities understand the value of a thriving local arts and culture scene and are starting to reap some rewards, says Fin Kennedy.

My girlfriend and I are expecting our first child. We’re delighted, but after five years of austerity, having a baby can’t help but feel like an act of defiant optimism. What sort of world do I want my child to be born into? The same as any parent. One in which my child is safe, educated, healthy, financially stable and able to achieve their dreams.

But what if I had to rank those things in order of importance? In a way, I just have – with personal fulfilment ranking last. Because that’s the correct order, right?... Keep reading on The Guardian
