New commissioning guidelines will ensure that at least one lead character in all Channel 4 scripted programmes is from an ethnic minority background, has a disability or is lesbian, gay, bisexual or transgender, or, failing this, that half of the lead roles are female. Off screen, the broadcaster is promising that at least one member of the creative team for every drama programme is from an ethnic minority or has a disability; or at least two are women.
