Douglas Connell, a tax lawyer and Chairman of Museums Galleries Scotland, has put forward a proposal to The Smith Commission for “players in orchestras, craft makers, writers, dancers, artists, actors, composers and others involved in creative and artistic activities” to receive a tax break similar to that offered in The Republic of Ireland.
