Organisations applying for revenue funding from the Arts Council of Wales (ACW) are being asked to plan for two scenarios across the period to 2013. According to finalised documents published by ACW, 2010/11 will be a transition year, budgeted at 2009/10 funding levels, while 2011/12 and 2012/13 will have to reflect both “a reasonable assessment” of additional funding required to carry out artistic plans across the two years, and standstill funding for both years. ACW has dropped a requirement suggested during its consultation phase that organisations should develop “a budget, a programme of work, (and the organisational implications) of a 20% reduction in Arts Council funding in Year 2 (2011/12), and then cash standstill on this reduced level of funding for Year 3 (2012/13)”. An ACW spokesperson told AP that this requirement could be reinstated if circumstances change.
