Arts Lottery funding – who should benefit?

AP has reported that Arts Council England (ACE) is planning to operate a two-tier system for its National Portfolio Organisations (NPOs), with some funded from the Government’s Grant in Aid budget and others from the Lottery. Yet the law on Lottery distribution is clear that Lottery funding should not be used as a substitute for Government funding and any arts activity that is funded must provide additional benefits. Are ACE’s plans a nifty way of getting around the problem of dwindling Grant in Aid budgets, or a slippery slope that will lead to governments releasing responsibility for arts funding?  What proportion of Lottery funding, if any, should be ring-fenced for non-NPOs? Should Lottery-funded activity have a separate and distinct application process?
