Luton Music Service forced to introduce charges as cuts bite

The service, which aims to give every child the opportunity of learning a musical instrument, is facing Arts Council funding cuts of more than 75%. It plans to phase in a charging system, with discounts for siblings, and free tuition for children in care and those entitled to free school meals.
