Harrow Arts Centre future under threat as contract talks break down

Harrow Council and charity Cultura London, charged with running the centre, have come to an impasse over the £17m development project. The council said the charity’s failure to reach fundraising targets means providing more funding would be “irresponsible”, while the charity has said the council did not provide proper access to grants and commercial loans.
