Cardiff council U-turns on decision to outsource arts venues

Plans to find new operators to run St David’s Hall and the New Theatre have been dropped. Instead the City of Cardiff Council will be cutting jobs, looking to secure new investment and considering setting up a not-for-profit body to manage the venues.
