Capital of Culture bid is waste of money, say Manchester councillors

Liberal Democrats are calling for the council to apply for the 2023 title, but Labour council chiefs are set to reject the proposal, arguing that the city is already a high-profile cultural capital and – citing the costs to Liverpool in 2008 – that bidding wouldn’t be worthwhile.
