Red seats in the Hull Truck Theatre

Local authorities are being encouraged to set a rate for calculating the contribution that property developers should make to ensure that new and growing communities benefit from arts and culture provision. As partners in the Living Places programme, Arts Council England (ACE) and the Museums, Libraries and Archives Council encourage local authorities to think about using a standard charge approach when discussing contributions from developers for new and refurbished facilities. ACE recommends 45 square metres per 1,000 people, of either galleries, mixed-use or theatre buildings, or education and rehearsal space. The average amount to be recouped by local authorities from developers would be approximately £141 for each resident in a new housing development, but this would vary depending on the type of arts provisions needed. Facilities such as the new multi-use arts venue Hull Truck Theatre would be the most expensive of three types of possible provision, costing developers £166.50 per person living in new housing. A gallery would cost them £153 per person, and production, rehearsal and education space would be £102.
