The Culture, Media and Sport Committee has announced an inquiry into the effects of the 2003 Licensing Act since it came into force in November 2005. It is seeking views on, among other issues, the impact the new law has had on the performance of live music and whether anticipated reductions in bureaucracy and cost have been realised for the relevant industries. Other issues include changes in the level of public nuisance, and the financial impact the Act may have had on sporting and social clubs, including amateur and voluntary arts organisations. The consultation runs until 1 September. Two other changes to licensing law are being proposed. Licensing Minister Gerry Sutcliffe is seeking to reduce the bureaucracy involved in minor changes to an existing licence, providing they do not involve alcohol. A change to the Copyright Designs and Patents Act 1988 has also been suggested, affecting charitable and not-for-profit bodies playing CDs or radio and TV broadcasts.
