Letters ? Mixed messages

I read with interest the article by Tony Witton on Local Authority Partnerships (AP issue 95, 11 April). The article was particularly interesting because I am still waiting for an explanation from Arts Council England as to how one officer can be negotiating a partnership agreement while other officers systematically strip the funding from local arts organisations without any consultation with the funding partner ? the local authority. But now I understand ? the Arts Council is apparently out to lunch!
