A desire for "impartial and informed advice on the applications" has led Culture Secretary Tessa Jowell to announce the setting up of an independent panel to advise the Government on the UK?s nomination for European Capital of Culture.
The panel?s role will be to ensure that all applications have been assessed in terms of how well they meet the UK and European selection criteria.
